The General Office of the CPC Yinchuan Municipal Committee and the Yinchuan Municipal Government Office jointly issued the "Implementation Opinions on the High-Quality Development of the Wine Industry in Yinchuan City".
The purpose is to further accelerate the construction of the Ningxia National Open Development Comprehensive Pilot Zone for the Grape and Wine Industry, create a high-quality wine industry in China and make Ningxia the "wine capital of the world".
The document defines the overall development goals and industrial layout of Yinchuan wine, and gives 17 specific promotion measures. There are detailed supportive suggestions, financial guarantees and measures to ensure the innovation, consistency and seriousness of the Ningxia wine industry policies.

"The Municipal Party Committee and the Municipal Government are making efforts to protect the ecology along the Yellow River Basin and make Ningxia a demonstration city for high-quality development. The issuance indicates that we will spare no efforts to seize the strategic opportunity of building the pilot zone.
Entering the new development stage, we will adhere to the development direction of 'big industry chateau wine'. While ensuring the high-quality, we must also pursue good sales", an official of the Yinchuan Wine Industry Development Service Center said.
Yinchuan, as the starting point and the core area for the development of the Ningxia wine industry, has a wine grape planting area of 252,000 mu (16,800 hectares) and an output of 75,000 tons of wine grapes. A total of 66 chateaus have been built and put into production, with an annual output of 480,000 tons of wine. There are 12 branded wineries with an annual sale of more than 20 million yuan.
In 2018 and 2019, the Belt & Road International Wine Competition was successfully held in Yinchuan city, laying a solid foundation for the international influence of the Yinchuan Wine-producing area at the eastern foothills of Helan Mountains as well as Yinchuan city.
In addition, Yinchuan has established the "China Wine Industry Technology Research Institute" in cooperation with the Wine College of Northwest A&F University. A comprehensive scientific and technological innovation service platform has been built, which integrates talent gathering, R&D and demonstration and promotion, actively promoting public services such as wine analysis and testing, technological innovation, public filling, and industrial big data. It provides scientific and technological support for Ningxia's wine industry.
